Almeda Lighting Improvements Project Manual Summary
This is a Project Manual prepared by Agility Engineering and Management, Inc., for the OST/Almeda Corridors Redevelopment Authority (TIRZ #7) in Houston, Texas, regarding the Almeda Lighting Improvements Project (ILMS No. 24122334). The project consists of installing electrical infrastructure for decorative, supplemental, and seasonal lighting along Almeda Road from North MacGregor to Cleburne Street, covering approximately 1.5 miles (7,875 linear feet) in Houston's Third Ward. Work includes outlet box installation, electrical service connections, coordination with CenterPoint for power poles and transformers, conduit and wiring installation, utility coordination, and restoration of disturbed areas. The competitive sealed proposal process opened with a non-mandatory pre-proposal meeting scheduled for August 26, 2026, at 1:00 PM CST via Microsoft Teams. The bid submission deadline is September 11, 2026, at 1:00 PM CST on the CivcastUSA website. Contractors must achieve substantial completion within 150 days after the date of commencement of work. Project documents are available at no cost on CivcastUSA.com, with all prospective bidders required to register on this platform to receive addenda notifications and updates.
Bids will be evaluated using a multi-criteria scoring system detailed in Document 00202, with bid price representing 50 points (maximum), contractor's past similar project experience worth 25 points, the superintendent's experience worth 10 points, minority/women/small/disadvantaged business participation worth 10 points, and safety record worth 5 points. The Authority reserves the right to select a proposer that does not submit the lowest bid price based on this scoring criteria. A security deposit of 5 percent of the total bid amount must accompany each proposal as a bid bond or certified check. The project requires demonstration of good faith efforts to achieve a 19 percent Minority, Women, and Small Business Enterprise (MWSBE) participation goal in accordance with City of Houston ordinances and procedures. Cash allowances total $123,200 and cover permits (NPDES, lane closure, FMO, and street cut) and miscellaneous costs. The successful bidder must provide performance bonds, statutory payment bonds, one-year maintenance bonds, and one-year surface correction bonds, along with certificates of insurance and compliance with the City's drug policy and equal employment opportunity requirements. Liquidated damages for delays beyond the 150-day contract time will apply as specified in the supplementary conditions.
