About this opportunity

The Texas Department of Criminal Justice is requesting bids to establish a purchase order for professional services for an indoor weapons range, with bids due August 5, 2026. A preference under 34 TAC Rule 20.306 applies to goods produced or offered by Texas bidders owned by Texas resident service-disabled veterans and goods produced in Texas.

The scope of work covers establishment and maintenance of a functional indoor weapons range facility capable of supporting firearms training operations for TDCJ personnel, including facility design, safety requirements, equipment specifications, and operational performance standards. The specific quantities, dimensions, and technical requirements are detailed in the attached Scope of Work document.

Responses must include unit pricing as specified on the designated bid form; unit prices govern in case of calculation errors. All respondents must obtain a Texas Identification Number and Federal Employer Identification Number prior to contract award. Response prices must remain firm for thirty days from the due date. The TDCJ reserves the right to award based on low line-item response, low total of line items, or any combination serving the State's best interest, and may accept or reject all or any part of any response.

Delivery is F.O.B. destination with freight prepaid unless otherwise specified, with a fourteen-calendar-day delivery requirement unless stated otherwise. All goods are subject to TDCJ inspection and testing; vendors bear all costs if products fail to meet specifications. The TDCJ may terminate for convenience with thirty days' written notice, for non-appropriation without penalty, or for cause. Respondents must comply with E-Verify requirements, provide non-debarment certification, and meet federal and state employment, safety, and discrimination law compliance, as well as various Texas Government Code provisions addressing human trafficking prohibition, child support obligations, and boycott restrictions. Payment is processed through the TDCJ Accounts Payable office in Huntsville, Texas. The contract may be extended up to three months at TDCJ's sole discretion.
