About this opportunity

Pinellas County School District is requesting sealed electronic bids for Indoor Air Quality Services under ITB #26-CD-039, with bids due by 4:00 pm on November 6, 2026, and mandatory pre-bid attendance required on October 28, 2026, at 9:00 am at the Walter Pownall Service Center in Largo, Florida.

Contractors must be prime bidders currently holding Florida Licensed Business designation, Florida Asbestos License, Licensed Mold Assessor certification, Florida Department of Health Environmental Laboratory Certification (AIHA), and NVLAP certification. Subcontracting is prohibited; all work must be performed by the contractor's own employees and resources. A critical infrastructure requirement mandates an in-house laboratory within 25 miles of the Walter Pownall Service Center, staffed with microbiologists and environmental analysts, capable of providing same-day, next-day, or three-to-five-day air quality analysis results. All employees with access to school grounds, direct student contact, or control of school funds must obtain Level 2 background clearance under the Jessica Lunsford Act at the contractor's expense.

The scope covers investigation and mitigation services for indoor air quality, including asbestos and mold testing, laboratory analysis, and reporting. Pricing proposals are structured in four scenarios covering asbestos surveys, demolition surveys, air sampling, and laboratory services only, with turnaround times ranging from immediate to five days.

The estimated contract value is approximately $100,000, excluding renewal options. The contract term commences December 16, 2026, and concludes December 15, 2027, with a mutual renewal option for one additional two-year period. The District may unilaterally extend the contract for up to three additional thirty-day periods at the same terms and conditions. Original bid prices remain firm for the first contract term; price escalation or de-escalation at renewal periods is permitted not to exceed the previous year's CPI-U percentage change. Contractors must maintain insurance coverage naming Pinellas County School District as an additional insured and provide certificates of insurance prior to commencing work. Bid submissions must be made through the District's e-Procurement Portal at https://procurement.opengov.com/portal/PCSB.
