About this opportunity
The Illinois Department of Transportation (IDOT) is soliciting sealed bids for pavement resurfacing, patching, sidewalk improvements, and thermoplastic markings on Devon Avenue in Cook County, spanning the Villages of Lincolnwood and City of Chicago, with bids due September 18, 2026 at 12:00 p.m. via the iCX (Integrated Contractors Exchange) system. Federal-aid construction funding applies; Disadvantaged Business Enterprise (DBE) participation provisions and Equal Employment Opportunity (EEO) compliance are required.
The scope encompasses approximately 1.426 miles of roadway from just east of Kilpatrick Avenue to Lincoln Avenue (US-41), including hot-mix asphalt surface removal and replacement with binder and surface courses, pavement patching, sidewalk ramp improvements, curb and gutter replacement, thermoplastic pavement markings, raised reflective pavement markers, utility coordination and adjustments, ADA ramp construction with detectable warning installations, and regulated-substance removal at multiple intersections. Contractors must maintain extensive quality control and quality assurance protocols for asphalt mixture design, production, and placement.
The contractor must complete all work and open all roadways to traffic by October 31, 2027, with an additional five working days permitted for cleanup and punch-list items. Hot-mix asphalt roadway work must commence after August 1, 2025. Traffic control during peak hours carries liquidated damages of $1,000 per 15-minute interval for single-lane closures and $2,500 per 15-minute interval for two-lane closures. Contractors must secure District approval for lane closures at least 72 hours in advance and assume roadway maintenance responsibilities beginning on project start. The contract will be awarded to the lowest responsive and responsible bidder under federal-aid construction contract requirements. Project funding is identified as STP-AZ3V(926).
