About this opportunity
The Kansas Highway Patrol is requesting proposals to fill two full-time IID Compliance positions under RFP EVT0010930, with proposals due October 7, 2026 at 2:00 p.m. CDT. Bidders must obtain and submit a current Tax Clearance Certificate from the Kansas Department of Revenue; failure to provide certification within ten calendar days of notification may result in award proceeding to the next lowest responsive bidder.
The positions review personal information and compliance records within the Ignition Interlock Program, make determinations regarding participant compliance, and decide whether individuals have met program requirements for reinstatement of full driving privileges upon successful completion of the Kansas Department of Revenue program. The delivery due date for contract positions is October 12, 2026.
Bidders may claim preferences under the Kansas Certified Business or Disabled Veteran Owned Business programs if applicable and must include required supporting documentation. All bidders must submit certification forms regarding Boycott of Israel, sexual harassment policies, and Immigration Reform and Control Act compliance. Contractors must comply with the Immigration Reform and Control Act of 1986 and disclose any criminal convictions affecting business integrity. Payment is by electronic funds transfer.
Proposals must be submitted to the Department of Administration Procurement and Contracts, 900 SW Jackson Suite 451-South, Topeka, Kansas 66612-1286. Questions requesting clarification must be submitted via email in Microsoft Word format to Grant L Askew (lee.askew@ks.gov) no later than close of business on September 16, 2026. Interested vendors must request an official invitation from the Procurement Officer at least 24 hours before the bid event closes. No pre-proposal conference is scheduled. The State reserves the right to accept or reject any bid responses and waive minor deviations.
