About this opportunity
The Virginia Department of Transportation (VDOT) is soliciting bids for on-call asphalt patching, milling, and incidental paving services in Henry and Patrick counties within the Martinsville Residency of the Salem District, with bids due July 31, 2026. A Small Business Subcontracting Plan is required, and VDOT has established a goal that over 42% of purchases be made from small businesses; bidders not certified as small businesses by the Department of Small Business and Supplier Diversity must identify DSBSD-certified small business participation.
Work includes removal of deteriorated pavement, milling, surface preparation, bituminous patching, and joint patching on primary and secondary routes on an as-needed basis per 2020 VDOT Road and Bridge Specifications. VDOT provides asphalt materials and tack coat; minimum orders are 100 tons for patching and 350 square yards for milling. Prevailing wage rates set by the Virginia Commissioner of Labor and Industry apply to all mechanics, laborers, and workers. Contractors must maintain workers' compensation insurance; employer's liability of $100,000; commercial general liability of $1 million per occurrence with $2 million aggregate; and automobile liability of $1 million. All traffic control must comply with Virginia Work Area Protection Manual and MUTCD standards; certified flaggers speaking English and crew leaders with basic work zone protection certification are required.
The contract runs from award through one year and is renewable. Pricing is submitted on a per-ton basis for asphalt patching and incidental paving (Line Items 1–4) and per-square-yard basis for flexible pavement milling (Line Items 5–10), with prices including all equipment, labor, traffic control, hauling, and disposal. Night work mobilization fees are $150 per night; emergency response fees are $2,000 per call-out for four-hour response. Awards will be made on a grand total per lot basis for Lot #1 (Henry County) and Lot #2 (Patrick County), with contractors permitted to bid on multiple lots. An optional pre-bid conference was held July 20, 2026 via Microsoft Teams. A virtual public bid opening is scheduled for August 3, 2026 at 10:00 AM EDT. The solicitation is subject to Virginia Code Red Ozone Days restrictions, requiring suspension of gasoline and diesel-powered equipment during predicted code red ozone days May through September in qualifying jurisdictions.
