About this file

Summary of IFB #161071 Asphalt Patching, Milling and Incidental Paving

This document comprises fillable bid forms and wage determinations issued by the Virginia Department of Transportation (VDOT) for Invitation for Bid (IFB) #161071, covering asphalt patching, milling, and incidental paving services in Henry and Patrick counties within the Martinsville Residency of the Salem District. The solicitation requests qualified firms to provide all necessary equipment, labor, tools, qualified operators, and traffic control to perform incidental asphalt patching work on primary and secondary routes on an on-call, as-needed basis. The required forms include State Corporation Commission registration documentation, a Small Business Subcontracting Plan, a Subcontractor Approval Request form, Normal and Emergency Contacts information, References, and wage determinations specific to both counties. The document does not specify explicit response dates, site visits, bidders conferences, or award dates within the provided materials.

The wage determinations, effective July 7, 2026, establish prevailing wage rates for multiple job classifications across Henry and Patrick counties, including carpenters, cement masons, laborers, equipment operators, truck drivers, and pavement marking personnel, with rates varying by county and position. The Commonwealth has established a goal that over 42% of purchases be made from small businesses, requiring all bidders to submit a Small Business Subcontracting Plan identifying DSBSD-certified small business participation. Contractors must obtain prior written approval from VDOT before subcontracting any portion of work and remain fully liable for all subcontractor performance. The solicitation is subject to Virginia Code Red Ozone Days restrictions in qualifying jurisdictions, requiring suspension of gasoline and diesel-powered equipment during predicted code red ozone days from May through September. Bidders must provide references demonstrating similar goods and services experience and complete all required attachments to avoid bid rejection or non-responsive status.
