About this opportunity
The New York State Department of Corrections and Community Supervision (DOCCS) is requesting bids on firing range utilization services for Parole staff under IFB C161865, with bids due September 2, 2026 at 3:00 p.m. EST and written questions due August 6, 2026.
The scope requires a 25-yard shooting range with 10 stations for 9mm handgun training, accommodating up to 10 shooters per day. The facility must be located within approximately 50 miles of either the New Rochelle Area Office (3 Cottage Place, New Rochelle, NY 10801) or the Poughkeepsie Area Office (20 Manchester Road, Poughkeepsie, NY 12603). The contractor must provide a classroom for 15 people, storage space for equipment and supplies, parking for 14 vehicles, utilities, and low-light/night training capability (October 15 through April 15, occurring no earlier than one hour before sunset and concluding within two hours after sunset). Operating hours are 7:00 a.m. to 4:00 p.m., Monday through Friday, April 1 through March 31 annually, excluding holidays.
The contract term is three years with two optional one-year renewal periods, anticipated to begin January 14, 2027. Pricing is based on estimated utilization of 10 shooters for 250 days annually, with additional fees for classroom rental and low-light/night training. The annual storage space fee, calculated at 10 percent of the total estimated annual usage cost, is the only guaranteed annual fee; all other usage is based on actual demand with no guarantee of specific shooter numbers. Bid pricing must be inclusive of all costs and remain constant throughout the contract term and any extensions.
The contractor must provide Commercial General Liability Insurance ($1 million per occurrence / $2 million general aggregate), Business Automobile Liability Insurance ($1 million per occurrence), and Workers' Compensation and Disability Benefits Insurance. MWBE and DBE contracting goals are set at 0 percent. Award shall be made to the lowest responsive and responsible bidder. Answers to written questions will be issued by August 21, 2026. A prior Westchester County Service-Disabled Veteran-Owned Business held a substantially similar contract within the past five years; no current incumbent is identified.
