About this opportunity

The Rivanna Water & Sewer Authority is soliciting sealed bids on glycerin-based supplemental carbon for the Moores Creek Advanced Water Resource Recovery Facility in Charlottesville, Virginia under IFB #443, with bids due July 15, 2026 at 3:00 PM EST. Bidders must be the product manufacturer or a duly authorized representative with a minimum of five years' manufacturing experience, supported by a Manufacturer's Certificate and Affidavit of Compliance — a core eligibility filter.

The product will be delivered on an as-needed basis to support nutrient removal operations. Required chemical specifications include 70–74% glycerin content by weight, COD concentration between 1,000,000 and 1,200,000 mg/L, and specific gravity between 1.2–1.3 at 20 degrees Celsius. All shipments require a Certificate of Analysis at delivery. Transportation must use fully enclosed liquid bulk trailers of at least 4,500-gallon capacity, delivered Monday through Friday between 8:00 AM and 4:00 PM EST within three calendar days of request. Bidders must provide three references for water reclamation facilities in Virginia, North Carolina, or Maryland where the product has been supplied for at least three years at facilities with effluent total nitrogen limits of 6 mg/L or lower. The supplier must furnish nitrogen and phosphorus monitoring equipment and automated dosing systems, and assign one technical support individual with a minimum of five years' biological wastewater treatment experience to provide up to ten hours of monthly support at no additional cost.

Award will be made to the lowest responsive and responsible bidder evaluated on a dollar-per-gallon basis. All bid prices are all-inclusive of delivery and transportation; the Authority will not reimburse price fluctuations, fuel surcharges, or delivery issues. The blanket purchase order covers a 24-month initial term from August 1, 2026 through July 31, 2028, with options to extend for three additional one-year terms, extending to five years total. Pricing is fixed for the initial 24-month term, with renewal terms subject to a maximum 2% annual adjustment based on the April CPI-U index. Payment terms are Net 30 from invoice receipt. Questions are due June 30, 2026. Site inspections are recommended and may be scheduled between 8:00 AM and 3:00 PM EST on or before July 8 by contacting Brian Haney, Wastewater Operations Manager.
