About this opportunity

Old Dominion University's Procurement Services is requesting bids for on-call hauling, moving, and labor services under IFB #27-ODU-04-CCC, with bids due October 16, 2026 at 11:00 a.m. and a pre-bid conference on October 1, 2026 at 10:00 a.m. The University maintains a 40% aspirational small business and minority-owned business subcontracting target and requires quarterly SWAM utilization reports; successful low bidders eligible for SWaM certification must demonstrate prior application for certification through the Commonwealth's Department of Small Business and Supplier Diversity before contract award.

The scope covers on-call services including furniture and equipment relocation, packing and unpacking, assembly and disassembly of modular furniture with electrical hook-ups, and movement of specialized laboratory equipment weighing 1,000–1,500 pounds across multiple campus locations. The University serves both the main campus in Norfolk and its newly integrated Virginia Health Sciences division. Bidders must provide pricing for vans, trucks, drivers and supervisors, helpers, space managers, temporary storage facilities, and regular and overtime labor rates, with all costs including insurance, overhead, and profit embedded in hourly rates. Contractors must maintain a temporary storage facility with fire suppression and 24-hour monitoring.

The initial contract term runs from award through October 31, 2027, with four optional one-year renewal periods. Contract prices for renewals are capped at the lesser of the Consumer Price Index increase for the previous twelve months or 5%. Historical spending in fiscal year 2026 totaled $70,557.08, comprising $47,066.57 in eVA purchase orders (66 percent) and $23,490.51 in PCARD transactions (34 percent). The University anticipates increased demand following the Virginia Health Sciences integration.

Bidders must be registered with eVA and the Virginia State Corporation Commission, possess appropriate insurance, maintain current surety bonding, and provide a performance bond up to $100,000 when requested. Award shall be made to the lowest responsive and responsible bidder. The contract allows cooperative procurement access by other public bodies, educational institutions, and affiliated agencies under the same terms.
