About this opportunity
Isle of Wight County Schools is requesting sealed bids for construction of an approximately 10,623 square foot fleet administration, operations, and maintenance facility under IFB #27-01, with bids due July 28, 2026 at 2:00 p.m. and anticipated award by July 30, 2026.
The facility is located at 13110 Poorhouse Road, Windsor, Virginia and comprises 6,556 square feet of shop and maintenance space with work bays and lifts, 1,495 square feet of equipment patio, 1,100 square feet of administration and operations space, and 1,200 square feet of mezzanine parts storage. The scope includes site improvements, concrete foundations, pre-engineered steel framing with American Standard Steel Building Systems, metal wall panels, standing seam metal roof, sealed concrete floors, mechanical, electrical, and plumbing systems, interior build-out, and finishes. A comprehensive addressable fire detection and alarm system specification requires NFPA 72 and NEC Article 760 compliance, microprocessor control with 360-device capacity, and a NICET Level III certified technician for installation and commissioning. The contractor must coordinate with the owner on concurrent construction operations and owner-furnished equipment and items.
Substantial Completion is required by July 19, 2027, and Final Completion by August 16, 2027, with liquidated damages of $300 per day for Substantial Completion delays and an additional $200 per day for Final Completion delays. The contract is awarded as lump sum to the lowest responsive and responsible bidder. Bidders must submit a 5 percent bid bond, and the successful bidder must provide performance and payment bonds each equal to 100 percent of contract price from a Virginia-licensed surety. The contractor is responsible for all permitting fees. A $3,000 lump-sum allowance covers electrical circuit revisions required by a Short Circuit and Protective Device Coordination Study. Payment terms are 95 percent of earned value monthly with 5 percent retainage until Substantial Completion.
A non-mandatory pre-bid conference was held July 9, 2026. Pre-bid questions were due July 21, 2026 at 4:00 p.m. (revised by Addendum No. 1). Addendum No. 2, issued July 22, 2026, deleted Sustainable Design Requirements and revised metal building systems, fire alarm specifications, metal lockers, countertop materials, and multiple drawing sheets. Bidders must acknowledge all addenda in the proposal form.
