About this file

This Addendum No. 2 document modifies the original bidding documents for Isle of Wight County Schools' Invitation for Bid (IFB) #27-01 for the Fleet Services Building construction project, with an effective date of July 22, 2026. The addendum supersedes contradictory information in the original Contract Documents dated June 25, 2026, and consists of three pages of specifications, seventeen drawing sheets, and thirty-nine Pre-Bid Request for Information (RFI) responses. Key specification modifications include deletion of "Sustainable Design Requirements" from all sections, revisions to metal locker specifications, changes to solid surface countertop materials (12mm thick Acrylic Solid Surface with Charcoal Concrete M023 finish), addition of American Standard Steel Building Systems to metal building system specifications, and complete replacement of the Addressable Fire Detection and Alarm System specification (Section 283111). Significant drawing revisions encompass complete replacements of civil sheets (CD101, CD102, CS101, CS102, C-507, C-508), architectural sheets (A-101, A-304), plumbing sheets (P-101, P-201, P-202, P-401, P-402), and electrical sheets (E-102, E-501, E-601, E-602). Bidders are required to acknowledge receipt of this addendum by inserting its number and date in the Proposal Form, with failure to do so potentially resulting in disqualification.

The comprehensive Addressable Fire Detection and Alarm System specification establishes strict performance requirements including Class B signaling line circuits, Class A initiation device circuits, and Class A notification appliance circuits in compliance with NFPA 72, NEC Article 760, and UL standards. The system must be microprocessor-controlled with capacity for 360 intelligent/addressable devices, include a full-featured LCD operator interface with color-coded LEDs, and support field programming without special tools or PROM programmers. Contractors must employ a NICET Level III certified technician, provide detailed submittals including shop drawings and device location plans, and conduct factory-supervised testing and commissioning. The specification mandates installation of addressable smoke detectors, thermal detectors, carbon monoxide detectors, manual pull stations, audio/visual notification devices, and interface modules for supervisory equipment, with all equipment to be UL-listed and compliant with the 2021 Virginia Construction Code and local Authority Having Jurisdiction requirements. Additionally, the contractor must provide eight hours of instruction to the Owner's representatives and guarantee all components and labor for one year following Final Acceptance.
