About this opportunity

The California Department of Technology is requesting bids on HVAC system replacement and upgrade services at Digital 395 (D395) hut locations supporting the Middle-Mile Broadband Initiative under IFB #26-0176590, with a mandatory pre-bid site walkthrough on August 17, 2026 and final bids due September 4, 2026. The IFB includes optional socioeconomic program provisions: Small Business preference (5%), DVBE incentive (up to 5%), and Target Area Contract Preference Act (TACPA) consideration (up to 9% or $50,000, whichever is less).

The scope encompasses replacing existing 5-ton HVAC units with 6-ton Bard units (Model W72AF-A05YP4XXJ) at all eleven hut sites and adding 4-ton Bard units (Model W48AF-A05YP4XXJ) in a 2N+1 configuration at four backbone sites (Independence, Ridgecrest, Reno, and Barstow). Performance work occurs across twelve individual hut locations spanning California and Nevada: Barstow, Ridgecrest, Olancha, Independence, Bishop, Mammoth Lakes, Lee Vining, Bridgeport, Coleville, Carson City, and Reno. One-time deliverables include project scheduling, current system assessments, comprehensive upgrade plans with system design and layout, and onsite training.

Bidders must hold current C-20 (HVAC), C-10 (Electrical), C-21 (Nevada Refrigeration/AC), and EPA 608 Certification for all proposed staff and subcontractors. The contract term is twelve months with a State option to extend for one additional year at originally agreed rates. A Performance Bond and Payment Bond, each equal to 100 percent of the total contract price, are required within ten days of Notice of Intent to Award. All work must comply with California Code of Regulations Title 24, Part 6, energy efficiency standards. Bidders must submit cost proposals using the prescribed Exhibit B-1 Cost Worksheet format and provide evidence of California Secretary of State certification or application status prior to award. Written questions are due August 24, 2026, with responses provided August 27. The public bid opening is September 11, 2026.
