About this opportunity

Powhatan County, Virginia, is soliciting sealed bids from licensed, qualified, and experienced contractors to construct ADA improvements at Fighting Creek Park, with bids due October 14, 2026, at 3:00 p.m. and a non-mandatory pre-bid meeting on September 22, 2026, at 9:00 a.m. The project is federally funded through a Community Project Fund grant from the Department of Housing and Urban Development (FY 2023), triggering Davis-Bacon Act prevailing wage requirements, Clean Air Act and Federal Water Pollution Control Act compliance for the contract value, and United States Fish and Wildlife Service species protection compliance.

The scope encompasses approximately 2,600 linear feet of new ADA-compliant pedestrian trail transitioning from concrete sidewalk to asphalt paving, new ADA parking spaces, replacement of an existing timber boardwalk on the southeast side of the trail, and site demolition and erosion control. The project includes tree removal (17 trees of varying sizes), unit pricing for sitework allowances, and an additive alternate for an ADA walk bridge/boardwalk. Work must commence within thirty days of Notice to Proceed, with substantial completion within 120 consecutive calendar days and final completion within thirty days thereafter. Contractors must obtain a Powhatan County Business License, Building Permit, and all required permits and licenses; the county waives building permit fees.

The contractor must submit a five percent bid bond (certified check, cashier's check, or corporate surety bond), references for at least four similar ADA recreation projects completed within the past five years, key personnel and subcontractor resumes, and a construction schedule. Performance and payment bonds are required within ten days of contract execution. Liquidated damages are assessed at $500 per day for failure to meet completion deadlines. Contract price may not increase more than 25 percent of the original amount or $50,000 (whichever is greater) without Powhatan County Board of Supervisors approval. Minimum insurance includes $1,000,000 commercial general liability per occurrence and statutory workers' compensation. The county encourages SWAM participation through partnerships or subcontracts. Questions are due September 24, 2026, at 12:00 p.m. Contract award is anticipated October 26, 2026.
