About this opportunity
The Virginia Department of Transportation (VDOT), Lynchburg District, is requesting bids on the fabrication and delivery of structural steel members for a bridge superstructure over Turkeycock Creek on Route 817 in Pittsylvania County under IFB 161236, with bids due October 1, 2026 at 2:00 PM EDT and questions due September 25, 2026 at 5:00 PM EDT. A Small Business Subcontracting Plan requirement applies; bidders not certified as small businesses by the Department of Small Business and Supplier Diversity must identify work to be subcontracted to DSBSD-certified small businesses, with the Commonwealth's small-business procurement goal set at over 42 percent.
The scope requires fabrication of eleven W18x76 steel beams, each 39 feet 10 inches in length, totaling approximately 39,950 pounds, in accordance with detailed steel beam drawings and VDOT specifications. All structural steel must conform to ASTM A709 Grade 50 specifications and be fabricated in an AISC-certified shop. Timber components must be Dense Select Structural Southern Pine preservative-treated per VDOT standards. All structural steel, including bearings, must undergo hot-dip galvanization treatment. The contractor must provide shop drawings for VDOT review and approval prior to fabrication and assist with erection and installation to correct any defects or fabrication errors discovered during the process.
The contract period runs from award through March 18, 2027 (nonrenewable). Delivery must occur within 30 days of approved shop drawings and no later than February 18, 2027, with 24-hour advance notice to VDOT required. Bids must be submitted on a firm unit price basis via the eVA electronic procurement system and must include all materials, labor, tools, equipment, freight, and incidentals; no extra charges are permitted. The Commonwealth awards to the lowest responsive and responsible bidder. Vendor transaction fees are 1 percent of order value, capped at $1,500 for non-certified businesses and $500 for certified small businesses. A virtual public bid opening will occur at 2:30 PM EDT on October 1, 2026. Payment will be made within 30 days of invoice receipt following the Virginia Prompt Payment Act.
