Bid prices shall be quoted as firm unit prices per short ton, including all freight costs, and must remain unchanged throughout the contract period. Contractors must stockpile at least 75 percent of awarded tonnage in Virginia or nearby by November 1 annually, maintaining minimum 50 percent levels between November 1 and February 1. The contract period runs from October 1, 2026, through September 30, 2027, with four optional one-year renewal periods available. Deliveries must commence immediately upon contract receipt, with chemical shipments required no later than ten business days after order placement and truck deliveries limited to 7:00 a.m. to 3:30 p.m. Monday through Friday. All deliveries require delivery tickets from scales certified by the Virginia Department of Agriculture and Commerce.
Bidders must submit stockpile listing information detailing quantity, location, contact person, business hours, and price per ton at each proposed stockpile location on a free on board basis. Material samples and required documentation must be submitted to VDOT Materials Division at 6200 Elko Track Road, Sandston, Virginia 23150, by the closing date.
