This procurement is set-aside for award priority to Virginia Department of Small Business and Supplier Diversity (DSBSD) certified small or micro businesses.

The scope covers routine repair, maintenance, and improvement services on an as-needed basis at VDOT-owned facilities across 12 counties: Bland, Buchanan, Dickenson, Grayson, Lee, Russell, Scott, Smyth, Tazewell, Washington, Wise, and Wythe. Services include concrete work, masonry, carpentry, roofing repairs, fencing repairs, minor excavation, and demolition for projects not exceeding $75,000 and not requiring division engineering permits. Work is organized into two lots: Lot 1 (Bristol District Complex, Abingdon and Wytheville Residencies) and Lot 2 (Lebanon and Wise Residencies). Contractors must hold a Virginia Class A license with Commercial Building Contractor (CBC) or Commercial Improvement Contracting (CIC) specialty and must perform a minimum of 60 percent of all work. A Small Business Subcontracting Plan is required unless the bidder is DSBSD certified, with a 42% small business utilization target through DSBSD-certified subcontractors. Prevailing wage rates set by the Virginia Commissioner of Labor and Industry are mandatory.

Bid pricing must be submitted as firm, fixed-unit prices for labor with all overhead, travel, and equipment costs included; materials are billed at actual cost. Insurance requirements include workers' compensation per statute, employer's liability of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit. The contract term is one year from award with renewal options. Contractor personnel must undergo background investigations and be available for 24/7 on-call response with four-hour critical/immediate response. Award will be made on a grand total per lot basis to the lowest responsive and responsible bidder. Questions are due September 1, 2026 at 5:00 p.m. EDT. An optional pre-bid conference was held August 20, 2026; Addendum 1 (posted August 28) extended the original closing date from August 31 to September 8.
