About this opportunity

The Virginia Department of Transportation is soliciting bids for on-call, as-needed manicured grass mowing and litter removal services in Fluvanna and Louisa counties under IFB 160959, with bids due June 25, 2026 at 2:00 p.m. EST. The solicitation carries a set-aside for award priority to Department of Small Business and Supplier Diversity (DSBSD)-certified small businesses; the Commonwealth establishes a goal that over 42 percent of purchases be made from small businesses. All bidders must submit a Small Business Subcontracting Plan unless certified as a small business by DSBSD, and failure to complete required Virginia State Corporation Commission registration may result in a bid being deemed non-responsive.

The scope encompasses mowing and litter removal across nine designated routes totaling 13.32 acres in Fluvanna County (4.76 acres across five routes) and Louisa County (8.56 acres across four routes), including intersections, roundabouts, and highway segments along rights-of-way, ramps, medians, and gore areas. All work must be completed within 15 working days of each mowing cycle start date, with vegetation cut between four to six inches in height. Contractors must use commercial zero-turn and walk-behind mowers — non-tractor equipment only — and must suspend use of gasoline and diesel-powered field equipment during predicted code red ozone days (May through September, typically no more than ten days per season) in Virginia ozone nonattainment areas. Sight distance guidelines based on posted speed limits and road configurations apply. Prevailing wage rates as determined by the Virginia Commissioner of Labor and Industry apply to all workers. Minimum insurance includes workers' compensation, employer's liability of $100,000, commercial general liability of $1 million per occurrence and $2 million aggregate, and automobile liability of $1 million combined single limit.

The contract period is one year from the date of award with four optional one-year renewal periods; contract price adjustments upon renewal are limited to the percentage change of the Consumer Price Index (CPI-U) OTHER SERVICES category for the preceding 12 months. Pricing shall be submitted as unit prices per acre for mowing and per each for litter removal. An optional pre-bid conference is scheduled for June 15, 2026 at 1:00 p.m. EST via Microsoft Teams. A public bid opening is scheduled for June 26, 2026 at 11:30 a.m. EST.
