About this file

This file consists of attachments F through H for Invitation for Bid 160959 issued by the Virginia Department of Transportation (VDOT) for Hand Mowing and Litter Removal Services in Fluvanna and Louisa Counties. The attachments provide technical specifications and operational guidelines for the contractor performing manicured grass mowing and litter removal on an on-call, as-needed basis. The contract covers nine designated routes with a combined total of 13.32 acres requiring litter removal services. All work sections must be completed within 15 days of assignment. The service areas include various intersections, roundabouts, and highway segments identified on Google Maps imagery, with specific locations such as Route 53 and 15 roundabouts, Route 15 and 656 (Bremo Trees), Route 15 and 6 triangle, Route 53 and 600 roundabout, Route 15 and 250 (Liberty Trail), and Route 522 intersections in both counties.

Attachment F specifies that contractors must suspend use of gasoline and diesel-powered field equipment, including tractors, mowers, weedeaters, wood chippers, and chainsaws, during predicted "code red ozone days" in designated Virginia ozone nonattainment, maintenance, and early action compact areas. The ozone season runs from May through September, with typically no more than ten code red days per season. Attachment G provides detailed mowing sight distance guidelines for various road configurations (two-lane through six-lane roads, divided and undivided) with specific sight distance measurements based on posted speed limits, serving as guidance for vegetation cutting height and maintenance standards. Attachment H identifies specific routes and acreage in Fluvanna County (4.76 total acres across five routes) and Louisa County (8.56 total acres across four routes), with all routes designated as requiring non-tractor equipment for mowing operations.

ATTACHMENT F

VIRGINIA CODE RED OZONE DAYS

The contactor shall suspend the use of gasoline and diesel tractors, powered mowers, weedeaters, wood chippers, chainsaws, sprayer rigs and other similar field/yard maintenance equipment in ozone non-attainment or maintenance areas on predicted “code red ozone days”. The ozone season in Virginia is from May through September. The number of “code red ozone days” varies, but typically does not exceed ten (10) per season. The following counties are subject to this provision:

Commonwealth of Virginia Ozone Nonattainment, Maintenance, and Early Action Compact Areas

Ozone Nonattainment Area: An area that exceeds the Environmental Protection Agency’s (EPA) National Ambient Air Quality Standards (NAAQS) for ozone.

Ozone Maintenance Area: An area that that has previously exceeded the EPA NAAQS for ozone, but has since come back into compliance and has adopted an ozone maintenance plan.

Ozone Early Action Compact Area: An area that has previously exceeded the EPA NAAQS for ozone, but voluntarily opted-in to the Early Action Compact program to avoid an official ozone nonattainment designation.
