About this opportunity

The University of Texas M.D. Anderson Cancer Center is requesting qualifications for one or more firms to provide facility commissioning services under an IDIQ agreement, with qualifications due September 10, 2026 at 4:00 p.m. local time via SciQuest Platform. A mandatory VetHUB Subcontracting goal of 0.20 percent applies; a Letter of VetHUB Commitment must accompany the qualifications submission.

The scope encompasses commissioning services for construction, renovation, repair, and maintenance projects with total project costs ranging from approximately $100,000 to $10 million, with potential for assignments up to $25 million. Services span from design phase through warranty phase, including design-intent review, project-specific commissioning specifications, Commissioning Plan coordination during construction, and system performance documentation. MD Anderson operates over 130 buildings encompassing more than 16 million gross square feet across the greater Houston area and Bastrop County, Texas, including medical facilities, research laboratories, vivariums, office buildings, hotels, and food service areas. Respondents must demonstrate ability to work on diverse facility systems including mechanical, electrical, plumbing, and fire protection infrastructure.

The agreement term is six years, with MD Anderson holding an option to extend as necessary for completion of work under issued Purchase Orders prior to expiration. Qualifications submissions shall not include pricing; following selection, successful respondents will submit assignment-specific proposals with maximum fees and expenses, and MD Anderson will issue separate Purchase Orders for each assignment. For assignments totaling $100,000 or more, the Services Provider must submit an approved State of Texas Subcontracting Plan.

Qualifications are limited to a maximum of 50 printed pages and must address eight evaluation criteria covering statement of interest and availability, ability to provide services, compliance with required services, performance on representative past arrangements, understanding of the agreement, knowledge of best practices, problem identification and resolution, and execution of offer with required certifications. Respondents must comply with Texas Public Information Act requirements, workers' compensation insurance, franchise tax certification, child support verification, and Executive Order GA-48 regarding foreign adversaries. A pre-submittal conference was held August 18, 2026. MD Anderson will announce selected respondents by October 6, 2026, conduct interviews on October 20, 2026, and deliver agreements for execution by November 2, 2026.
