About this file
This Request for Qualifications (RFQ) is issued by The University of Texas M.D. Anderson Cancer Center for the selection of one or more firms to provide facility commissioning services for construction, renovation, repair, and maintenance projects of limited scope related to institutional projects with total project costs ranging from approximately $100,000 to $10 million, with potential for projects up to $25 million. MD Anderson operates over 130 buildings encompassing more than 16 million gross square feet across locations in the greater Houston area and Bastrop County, Texas, including medical facilities, research laboratories, vivariums, office buildings, hotels, and food service areas. The commissioning services may span from the design phase through the warranty phase, including review of design intent, development of project-specific commissioning specifications, coordination of the Commissioning Plan during construction, and system performance documentation. The pre-submittal conference is scheduled for August 18, 2026, at 2:00 PM via Microsoft Teams. The submittal deadline for qualifications and the Letter of VetHUB Commitment is September 10, 2026, at 4:00 PM local time, with responses submitted exclusively through MD Anderson's SciQuest Platform. MD Anderson will determine the most qualified respondents by October 6, 2026, conduct interviews at its discretion on October 20, 2026, deliver agreements for execution by November 2, 2026, and expects executed agreements returned by December 4, 2026. The Agreement term will be six years, with MD Anderson having the option to extend the term as necessary for the contractor to complete any work for which MD Anderson has issued a Purchase Order prior to the agreement's expiration.
Qualifications shall not include pricing information; however, following selection, the successful respondent(s) will submit assignment-specific proposals identifying maximum fees and expenses, with MD Anderson issuing separate Purchase Orders for each assignment. For any assignment with total compensation of $100,000 or more, the Services Provider must submit and have approved a State of Texas Subcontracting Plan. MD Anderson has determined that subcontracting opportunities are probable and requires a VetHUB Subcontracting goal of 0.20 percent; a Letter of VetHUB Commitment is mandatory and must be submitted by the deadline. Respondents must demonstrate ability to work on diverse project types and facility systems including mechanical, electrical, plumbing, and fire protection infrastructure. Respondents are required to comply with all state and federal regulations, including Texas Public Information Act requirements, workers' compensation insurance requirements, franchise tax certification, child support payment verification, and Executive Order GA-48 certification regarding foreign adversaries. The qualifications submission is limited to a maximum of 50 printed pages and must include eight evaluation criteria addressing statement of interest and availability, ability to provide services, compliance with required services, performance on past representative arrangements, general understanding of the agreement, knowledge of best practices, ability to identify and resolve problems, and execution of offer with required certifications.

REQUEST FOR QUALIFICATIONS
TO PROVIDE COMMISSIONING SERVICES
FOR
MISCELLANEOUS ASSIGNMENTS OF LIMITED SCOPE
RELATED TO INSTITUTIONAL PROJECTS
RFQ No.: IDIQ Minor Project Commissioning
SECTION 1 – GENERAL INFORMATION & REQUIREMENTS
1.1 GENERAL INFORMATION: The University of Texas M. D. Anderson Cancer Center
(“MD Anderson” or “Owner”) is soliciting statements of qualifications (“Qualifications”) from qualified respondents (each, a “Respondent”), under the authority of Chapter 73.115 of the Texas Education Code – Acquisition of Goods and Services, for the selection of a firm or firms to provide commissioning services and related technical support services for construction, renovation, repair, and maintenance projects, and other miscellaneous technical assignments, of limited scope related to MD Anderson projects that have a total project cost ranging in value from approximately $100,000 to $10 million (“Institutional Projects”) on an as-needed basis (each an “Assignment”) in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications (“RFQ”), which provides potential respondents with the information necessary to prepare and submit Qualifications for consideration by MD Anderson.
1.1.1 This RFQ is the first step in what may be, at MD Anderson’s sole discretion, up to a two-step process for selecting firms and provides the information necessary for a Respondent to prepare and submit Qualifications for consideration and initial ranking by MD Anderson. Based on the initial ranking, MD Anderson may select some or all of the top-ranked, qualified Respondents to attend Interviews in the final step of the process.
1.1.2 In the second step of a two-step process, Interviews, each of the “most qualified” Respondents determined in the first step may be required to attend an interview with MD Anderson to confirm its Qualifications and answer additional questions. MD Anderson will then rank the remaining top-ranked Respondents in order to determine the “most qualified” Respondents.
1.1.3 Capitalized words or phrases appearing in this RFQ but not defined herein shall have the meaning ascribed to them in MD Anderson’s standard Agreement Between The University of Texas M.D. Anderson Cancer Center and [Contractor] to Provide Facility Commissioning Services for Miscellaneous Assignments of Limited Scope Related to Institutional Projects, a copy of which is attached to this RFQ (the “Agreement”), or in Rider 101: Scope of Services – Facility Commissioning Services for Miscellaneous Assignments of Limited Scope Related to Institutional Projects, a copy of which is included as an exhibit to the Agreement and attached to this RFQ.
1.2 PUBLIC INFORMATION: All information, documentation, and other materials submitted in response to this solicitation are considered non-confidential and/or non-proprietary and are subject to public disclosure under the Texas Public Information Act (Texas Government Code, Chapter 552.001, et seq.) after the agreement is executed.
1.2.1 MD Anderson strictly complies with all statutes, court decisions, and opinions of the Texas
Attorney General with respect to disclosure of information related to solicitations.
1.3 FORM OF AGREEMENT: Any agreement resulting from this solicitation will be in substantially the same form as the Agreement.
OFPC 09/01/2007 ISSUANCE (04/09/2009 REVISION) PAGE 4 OF 20 MDA VER. 10/25/10JSW (03/17/2026 REVISION GS)
1.3.1 Any request to modify any terms or conditions of the Agreement or any of its attachments, riders and exhibits will be taken into consideration before awarding an Agreement to any Respondent.
1.3.2 Respondent should carefully review the Agreement and all of its attachments, riders and exhibits. Respondent must clearly communicate in writing all terms and conditions of the Agreement (including all attachments, riders and exhibits) that Respondent will require to be changed before Respondent will sign the agreement.
1.3.3 Respondent must provide written attestation of its willingness to accept the Agreement in its entirety without change or modification or if Respondent will require changes, Respondent must provide all actual draft language it proposes for each change requested. In addition to proposed edits, Respondent must provide a reasonable and articulable explanation why the Respondent requests each change. Redlining the Agreement or providing a statement with the intent or an implication that the Agreement will require further discussion or negotiation will not be considered sufficient as a reasonable request for change and will negatively impact Respondent’s overall ranking.
1.4 CLARIFICATIONS AND INTERPRETATIONS: Any clarifications or interpretations of this RFQ that materially affect or change its requirements will be posted by MD Anderson as an addendum on MD Anderson’s web site (http://www.mdanderson.org/departments/bids). It is the responsibility of each Respondent to obtain this information in a timely manner. All such addenda issued by MD Anderson before the Submittal Deadline are part of the RFQ, and Respondent shall acknowledge receipt of and incorporate each addendum in its Qualifications.
1.4.1 Respondents shall consider only those clarifications and interpretations that MD Anderson issues by addenda three (3) calendar days prior to the Submittal Deadline. Interpretations or clarifications in any other form, including oral statements, will not be binding on MD Anderson and should not be relied on in preparing Qualifications.
1.5 SUBMISSION OF QUALIFICATIONS:
1.5.1 SUBMITTAL DEADLINE: MD Anderson will receive Qualifications at the time and location described below.
September 10, 2026 4PM, LOCAL TIME

Respondent must be capable of performing the services https://www.mdanderson.org/about-md-anderson/facts-history/institutional-profile.html https://www.mdanderson.org/about-md-anderson/facts-history/institutional-profile.html
OFPC 09/01/2007 ISSUANCE (04/09/2009 REVISION) PAGE 10 OF 20 MDA VER. 10/25/10JSW (03/17/2026 REVISION GS) as specified in accordance with the Agreement and as may be set forth in project-specific contract documents. The total project cost for projects for which Services will be required is expected generally to range in value from $100,000 to $10,000,000, but may include some projects with a total project cost of $10,000,000 or more but less than $25,000,000. To implement these projects, MD Anderson contracts with design professionals and construction contractors through various contracting methodologies such as traditional (design – award – build), design-build, construction manager-at-risk, and job order contracting.
2.2.3 As part of a particular Services assignment’s scope of services, Respondent may be involved from a project’s design phase through the warranty phase. Respondent’s primary role during the design phase will be to review design intent to meet MD Anderson’s needs, develop project specific commissioning specifications referencing MD Anderson’s master construction specifications, and review design documents to ensure the design meets MD Anderson’s objectives. During construction and through the warranty period, the awarded Respondent, with input from Construction Contractor, will write and coordinate execution of a Commissioning Plan, which includes observing and documenting each system’s performance to ensure that systems function in accordance with the Construction Contract Documents.
2.2.4 MD Anderson intends to enter into an Agreement with one or more firms to provide Services on an assignment-specific, as-needed basis for various new construction, renovation and repair and rehabilitation projects in its Houston or Bastrop locations. These assignments will vary in timing, complexity, and dollar-value. Respondents will be reviewed based on the strength of their facility commissioning services qualifications in conjunction with different architects, engineers, and contractors using various delivery methods simultaneously. The goal of the process will be to choose the most highly qualified Respondent(s) based on demonstrated qualifications as described in Section 3 of this RFQ.
2.2.5 After execution of the agreement(s), MD Anderson generally will strive to equitably allocate commissioning assignments among the Services Providers. However, prior to issuing a request for a proposal for a specific assignment, MD Anderson may elect to interview providers in the program to determine which provider is the most highly qualified to complete the assignment.
Any such interview will focus on ensuring the assignment scope is clearly understood and that the Services Provider’s proposed team is highly qualified to complete the assignment.
2.2.6 When MD Anderson has determined the most highly qualified Services Provider for a given assignment, MD Anderson will issue a request for a proposal (“RFP”) to that Services Provider.
The RFP will confirm the specific services to be provided for that specific assignment. In response, Services Provider will prepare and submit an assignment-specific proposal that will identify the maximum fees to be paid and expenses to be reimbursed to Services Provider for that assignment. Following review and revision of the proposal, if any are required, MD Anderson will issue a purchase order to Services Provider to confirm the maximum amount of fees and expenses to be incurred for that assignment. For any assignment for which the total compensation to be paid is $100,000 or more, Services Provider will be required to submit, and have MD Anderson approve, a State of Texas Subcontracting Plan (or “HSP”) as part of its assignment proposal.
2.2.7 Upon the successful negotiation of a proposal, MD Anderson will issue Services Provider a separate Purchase Order and a Notice to Proceed for that Services Assignment. The Services Provider will invoice MD Anderson, according to the terms of the Agreement as it performs the agreed scope of services.

2.2.8 The term of the Agreement will be six years. MD Anderson has the option to extend the term of the Agreement as necessary for Contractor to complete any Work for which MD Anderson has issued a Purchase Order prior to the expiration of the Agreement.
