About this opportunity

The City of Chino, California is requesting bids on a multiple-facilities roof replacement project across three municipal buildings (City Hall, Former Chaffey College/EPIC facility, and Former Massage Parlor building) totaling approximately 32,500 square feet, with electronic bids due November 12, 2026 at 2:00 p.m. via PlanetBids and a mandatory pre-bid meeting October 22, 2026 at 10:00 a.m. This is a public works project subject to prevailing wage requirements and carries a 9% Disadvantaged Business Enterprise (DBE) participation goal.

Bidders must be authorized and pre-approved Garland Company installers at time of bid submission and maintain that status through contract performance — a determinative capability filter. Prime contractors must hold a valid California Class C-39 Roofing license, with Class C-43 Sheet Metal and C-22 Asbestos Abatement licenses held directly or through qualified subcontractors. Contractors must have successfully completed three documented projects of similar size and scope. All roofing materials must be sourced exclusively from Garland Company, Inc., with manufacturers' field inspections required at minimum three days per week during installation.

Scope includes removal of existing roofing systems, deck preparation and repair, and installation of hybrid torch-applied 2-ply asphalt systems at the EPIC and Massage Parlor facilities (with HPR SA IV Base sheets and Stressply IV Plus Mineral cap sheets) and standing-seam metal roofing (R-Mer Shield by Garland) at City Hall. The project includes asbestos abatement at the Massage Parlor facility. All systems must achieve Warnock Hersey Class A fire rating and comply with ASCE 7 wind load requirements (105 mph) and California Title 24 Energy Efficiency Standards. Work is anticipated to begin January 11, 2027 and must be completed within 60 working days of Notice to Proceed.

Required bonds include a 10% bid bond, 100% faithful performance bond, 100% labor and materials bond, and 10% warranty bond. The contractor must obtain a 30-year No Dollar Limit manufacturer warranty and provide a separate 5-year workmanship warranty. Questions are due October 29, 2026 at 5:00 p.m. The contract will be awarded to the lowest responsive, responsible bidder. No federal funding is applicable.
