About this opportunity
The Houston Airport System (HAS) is soliciting bids for airfield drainage and safety improvements at George Bush Intercontinental Airport (IAH), with bids due electronically via Beacon Bid on July 23, 2026 at 10:00 a.m. CT. The pre-bid conference occurred on June 23, 2026; questions were due June 30, 2026.
The scope encompasses repair, backfill, re-grading, and erosion correction across IAH drainage channels. Work includes excavation (approximately 135,020 cubic yards across multiple categories), embankment work (15,010 cubic yards), concrete removal and replacement (3,200 square yards), geocell installation (70,000 square yards), clay liner placement (24,000 cubic yards), lime and fly ash treatment (70,000 square yards each), concrete channel lining (3,200 square yards), drainage pipe installation (approximately 3,885 linear feet in various sizes), topsoil placement and sodding (70,000 and 71,000 square yards respectively), and electrical work including cable removal and installation. Substantial completion is required within 200 days from commencement. The project is funded through FAA Airport Improvement Program (AIP) grants, triggering Buy American Program certification, foreign trade restriction certifications, and AIP-specific compliance documentation. Prevailing wage, equal employment opportunity provisions, and the City of Houston's Pay or Play Program apply. Bidders must submit performance bonds, payment bonds, maintenance bonds, and surface correction bonds upon award.
The solicitation carries a 0 percent DBE goal; however, bidders must submit a DBE Participation Plan with their bids. Cash allowances total $440,000, comprising building permits ($40,000), differing site conditions ($250,000), traffic control modifications ($100,000), and FAA infrastructure ($50,000). Bidders must provide a security deposit equal to 10 percent of the total bid price in the form of a certified check, cashier's check, or bid bond. The project is subject to TPDES requirements and erosion and sediment control measures.
