The Oregon Department of Transportation is requesting bids for cold plane pavement removal and hot mix asphalt concrete inlay on Interstate 84 and Biggs Junction under ITB S-73000-00017779, with bids due September 2, 2026 and substantial completion required by September 30, 2026. No pre-bid conference will be held; the public opening will occur via Microsoft Teams immediately following the closing date.
The work spans four separate locations on I-84 between mileposts 114 and 183.9 and one location in Biggs Junction on Biggs-Rufus Highway. In Biggs Junction, the scope includes cold planing 3,800 square yards at 2 inches deep and placement of 425 tons of commercial asphalt concrete pavement within fog lines. All work includes traffic control, temporary pavement markers, and permanent yellow lane line pavement markings. Single lane closures on I-84 are permitted Monday through Thursday at all times; closures on Biggs-Rufus Highway are limited to nightly periods (8 PM to 6 AM) Monday through Thursday mornings.
The estimated project cost is $250,000 to $500,000 for bonding purposes, funded by State of Oregon appropriation. The contractor must be licensed with the Oregon State Construction Contractors Board prior to bidding and hold a Public Works bond. Both contractor and subcontractors must hold Public Works bonds. Prevailing wage rates under BOLI Region 9 (Sherman County), effective July 5, 2026, apply. Bid security of 10% of the total bid amount is required. Liquidated damages of $600 per calendar day apply for each day the work extends beyond September 30, 2026. ODOT will not withhold retainage except as required under ORS 279C.845(7) for certified wage statements, up to 25 percent of earned amounts. Award will be made to the responsible bidder submitting the lowest responsive bid, contingent upon receipt of sufficient project funding.
