About this file

This document is Exhibit 5 - Special Provisions for the I-84 and Biggs Patch Paving project managed by the Oregon Department of Transportation (ODOT). The project encompasses cold plane pavement removal and hot mix asphalt concrete (HMAC) inlay at four separate locations on Interstate 84 between mile points 114 and 183.9, plus work in Biggs Junction on Biggs Rufus Highway. All work includes traffic control, temporary pavement markers, and permanent yellow lane line pavement markings. The paving work on I-84 is limited to the travel way between existing fog and lane line striping, with existing striping to remain in place. Work in Biggs Junction is performed within fog lines with fog line striping remaining. The contractor must attend a preconstruction conference with the Project Manager and submit a detailed project schedule within 10 working days of receiving the Notice to Proceed. Work is governed by the 2024 Oregon Standard Specifications for Construction, as modified by these special provisions. Single lane closures on I-84 are permitted Monday through Thursday at all times, while closures on Biggs Rufus Highway are limited to nightly periods (8 PM to 6 AM) Monday through Thursday mornings with flagger control. The contractor must maintain business access and provide flagging at business driveways and intersections as needed.

Payment for all work is included in the bid schedule line items and constitutes full compensation for materials, equipment, labor, and incidentals. No retainage is held on work performed. The contractor must provide a copy of the job mix formula (JMF) to the Project Manager before paving begins and utilize Level 4, ¾-inch dense graded asphalt concrete pavement with lime treatment or approved alternative. Paving specifications require PG64-28 asphalt cement and placement of wearing course mixture in a single 2-inch lift at nominal compacted thickness. Load restrictions on bridges are limited to 65,000 pounds per 1,000 square feet of surface area or 25,000 pounds per 100 square feet for long-term material storage, whichever is less, with a maximum total of 200,000 pounds per bridge span. The contractor must notify the Oregon Utility Notification Center at 811 prior to performing work in the vicinity of utilities. Traffic control requirements include specific signing, portable changeable message signs (PCMS) on paving equipment, radar speed trailers positioned 1,000 feet beyond lane closure tapers, and adherence to Standard Drawings TM800, TM820, TM821, TM822, TM854, TM860, and TM880.
