About this opportunity

The State of Hawaii Department of Transportation Highways Division is soliciting bids on an open-ended, as-needed sign replacement contract for the Island of Oahu under HWY-OM-2027-47, with proposals due August 14, 2026, and a virtual pre-bid conference on July 29 at 10:00 a.m. HST. Bidders must maintain an office on the Island of Oahu and hold a valid State of Hawaii Specialty Contractors C-14 license at time of bidding and throughout the contract period — both hard eligibility filters. A 5% Hawaii bidder preference and a 5% bid adjustment for parties to apprenticeship agreements under HRS 103-55.6 apply.

The scope comprises sign replacement only (excluding new installations) on an open-ended basis across four work areas on Oahu. Contractors must respond to replacement requests within 48 hours of notification. Minimum workforce requirement mandates 80% of the labor force consist of Hawaii residents.

This is a 24-month requirements contract with no guaranteed purchase amounts. Pricing is unit-based for actual quantities completed, paid through purchase orders. Bid security is 5% of the total amount bid per area, with separate proposal security of $55,000 for each of four work areas. Performance and payment bonds equal to the proposal security amounts are required at contract execution, with provisions for additional bonding if work orders exceed original bond requirements. Contractors must obtain workers' compensation, auto liability ($1 million minimum), general liability ($2 million minimum), and builder's risk insurance for full replacement value. Tax clearance from the Hawaii Department of Taxation and IRS, Department of Labor and Industrial Relations compliance certificates, and Department of Commerce and Consumer Affairs certificates of good standing are all required within six months of issuance. Questions are due July 31, 2026, at 2:00 p.m. HST. Award is anticipated within 60 calendar days of bid opening.
