This Addendum No. 1 document, issued August 7, 2026, by the State of Hawaii Department of Transportation Highways Division, amends the solicitation for Sign Replacement at Various Locations on the Island of Oahu (Project No. HWY-OM-2027-47). The addendum deletes and replaces Section 110 (Sign Replacement at Various Locations) and Section 645 (Work Zone Traffic Control), both originally dated with earlier versions, along with the proposal form dated July 24, 2026. The scope of work encompasses furnishing all labor, equipment, materials, and traffic control to replace signs across four designated areas of Oahu on an as-needed basis, including roadside signs, overhead destination signs, street name signs, route markers, regulatory and warning signs, and graffiti removal. Sign replacement activities involve replacing sign panels, poles, complete sign and frame assemblies, repairing light and support frame structures, straightening signs, and cleaning graffiti. All work shall be performed under the direction of the Highways Oahu District Maintenance Engineer, with the contractor responsible for daily debris removal and salvage of all removed signs. The contract period is 24 months from the Notice to Proceed, with three optional 12-month extension periods available upon mutual written agreement, for a maximum contract duration of 60 months. All signs older than 10 years shall be replaced where necessary or as directed by the Engineer. A pre-bid meeting was conducted on July 29, 2026, with responses to bidder questions provided as informational attachments.

Bidders must possess a valid C-14 Sign Contractor's license and demonstrate at least two years of similar work experience prior to the bid date, with failure to meet this requirement resulting in automatic disqualification. Work shall not be performed during morning peak hours (6:00 a.m. to 8:30 a.m., extended to 9:00 a.m. on specified routes) or afternoon peak hours (3:00 p.m. to 6:00 p.m.), with night work required for Interstate Route H-1 from 10:00 p.m. to 4:30 a.m. The contractor must submit approved work orders before commencing any work and shall respond to work requests within 48 hours of notification. Payment shall be made by purchase order based on unit prices for actual quantities of work completed, with pricing categories established for various sign types and sizes across the four work areas. Unit prices are multiplied by approximate quantities of 1 for each line item to determine proposal amounts. A 2 percent annual price adjustment shall apply at the start of each extension period to compensate for escalation. The contractor must obtain a "Permit to Perform Work Upon State Highways" and provide appropriate traffic control measures in accordance with the Manual on Uniform Traffic Control Devices (MUTCD) 2023 Edition and Hawaii Administrative Rules. All traffic control costs and sign salvage and delivery costs are to be included in the bid price.
