About this opportunity

Huron Valley Schools, in partnership with the CoPro+ cooperative purchasing program managed by the Public Procurement Institute of Michigan, is issuing an RFQ to establish a statewide prequalified vendor pool for HVAC systems, products, and services across Michigan, with proposals due August 17, 2026 at 12:00 p.m. Eastern Time. The resulting Master Agreement will enable public municipalities, nonprofit organizations, and school districts throughout Michigan to piggyback and purchase on an as-needed basis.

Proposers must demonstrate a minimum of ten years' experience in commercial HVAC with at least five years' experience in building controls and energy management systems in an educational environment, supported by three distinct client references. The scope encompasses heating, ventilation, air conditioning, indoor air quality, water heating or treatment solutions, smart controls, sensors, software, installation, maintenance, repair, system upgrades, and energy performance contracting. All pricing must be submitted on an F.O.B. Delivered/Destination basis with Net 30 payment terms and must include a 2.0% administrative remittance fee payable to PPIM. Proposers may offer pricing via percentage discount off manufacturer catalog pricing or line-item pricing against manufacturer's suggested retail price or current catalog prices, with detailed supporting manufacturer catalogs required.

Evaluation is weighted as follows: statements of work and pricing (40 points), company profile (25 points), and references (35 points). Proposals receiving 80 or more points are considered for award. Multiple awards are anticipated. The Master Agreement carries an initial three-year term with two one-year renewal options. Questions are due July 30, 2026, with answers posted August 6, 2026. Award is anticipated for September/October 2026. Contractors must provide insurance certificates and background checks prior to award and comply with prevailing wage requirements under Michigan Public Act 10 of 2023 where applicable. Huron Valley Schools reserves the right to add additional vendors to the prequalified pool during the contract period using the same evaluation criteria.
