About this opportunity
Pinellas County Construction & Property Management is requesting proposals from qualified HVAC vendors to provide as-needed repair, replacement, installation, diagnostic, controls, and technical support services at County-owned and County-operated facilities, with proposals due September 24, 2026 at 2:30 p.m. and questions due September 17, 2026 at 2:00 p.m. Vendors must hold all licenses required by the State of Florida and other applicable authorities for the services they perform and may specialize in one or more of four service categories; participation in all categories is not required.
The four service areas are HVAC service, diagnostics, and repairs (routine, urgent, and emergency troubleshooting, diagnostic testing, leak detection, corrective repairs, component replacement, refrigerant services, electrical and mechanical repairs, and operational testing); HVAC equipment replacement and installation (site evaluations, equipment recommendations, cost estimates, removal and disposal, installation, connections, modifications, start-up, testing, and closeout); HVAC technical support and operational planning (repair-versus-replacement evaluations, equipment selection, cost estimating, service continuity, and project sequencing); and HVAC controls and building automation system support (troubleshooting, repair, programming, adjustment, integration, and operational support).
Vendors must provide fully burdened hourly rates for five labor classifications (HVAC Service Technician, Senior HVAC Technician, HVAC Installer/Mechanic, HVAC Controls Technician, and Control Programmer/Specialist), maximum percentage markups for major HVAC equipment, HVAC parts and materials, and controls equipment and components, and separate hourly rates for emergency calls and County-recognized holidays. No specific funding amount or guaranteed minimum quantities are identified; work is assigned based on demonstrated capabilities, licensing, availability, response time, pricing, project complexity, past performance, and ability to meet County operational needs.
The initial contract term is 36 months from award with an option to extend for one additional 24-month period subject to written agreement and County Administrator or Director of Purchasing approval. Vendors must demonstrate successful completion of at least three similar contracts within the past seven years, provide a minimum of four professional references, obtain Florida contractor licenses, register with the Florida Division of Corporations, comply with E-Verify requirements, and maintain comprehensive insurance coverage including Workers' Compensation, General Liability, Business Automobile, and Excess/Umbrella Liability with certificates of insurance prior to award. Invoices must be submitted within 60 calendar days of service performance or material receipt, with a fiscal year-end deadline of October 31 for prior-fiscal-year work.
