About this opportunity

Miami Parking Authority (MPA), a department of the City of Miami, is requesting proposals for HVAC repair and maintenance services at ten parking facilities under RFP 26-05, with proposals due July 24, 2026, and a mandatory pre-proposal meeting and site visits on June 24–25, 2026.

The scope encompasses preventive maintenance inspections at a minimum of twelve times per year (during the first ten calendar days of each month, 9:00 a.m. to 5:00 p.m., Monday through Friday) and twenty-four-hour-per-day emergency repair services across five parking garages (Courthouse Center, College Station, Convention Center, Regatta Harbour, and loanDepot/Marlins Baseball Stadium facilities) plus two additional lots and related facilities. Preventive maintenance includes filter inspection and replacement, lubrication of motors and bearings, refrigerant and oil pressure checks, electrical connection and control-sequence inspection, drain-line flushing, and shaft-alignment verification (minimum annually). All labor performed must be guaranteed for a minimum of ninety days. Emergency response time must be within two hours for emergency calls and within four hours for urgent non-emergency calls.

Pricing must be all-inclusive, covering filters, belts, routine consumables, labor, and standard tools and equipment. Proposers complete a price schedule for twelve monthly maintenance visits at each of ten locations. The MPA intends to award a three-year initial term with options to extend for up to two additional one-year periods at its discretion, subject to Board approval.

Minimum qualifications include three years of established HVAC service operations, current City/County/State occupational licenses, three reference letters from clients served within the past three years, and reviewed or audited financial statements for the past two years. Insurance requirements include $1 million per-occurrence general liability, $1 million commercial automobile liability, statutory Florida worker's compensation, and $1 million umbrella liability, with the City of Miami and MPA named as additional insureds.

Evaluation criteria are qualifications and experience (30 points), staffing and operational plan (30 points), and pricing (40 points). Questions are due July 10, 2026, at 10:00 a.m. Proposals must be submitted electronically through the OpenGov Procurement Portal.
