The City of Eastvale is requesting Statements of Qualifications (SOQ) from HVAC contractors to provide preventative maintenance, repair, and emergency response services at City-owned facilities on an as-needed, task-order basis, with SOQs due August 13, 2026, and an online Q&A period closing August 7, 2026.

Proposers must hold a valid California HVAC (C-20) Contractors License, maintain current active vendor registration with the Department of Industrial Relations, demonstrate five years of continuous business operation and relevant experience, and carry minimum insurance as specified. All work must comply with ANSI/ASHRAE/ACCA Standard 180-2012 and applicable federal, state, and local regulations, including prevailing wage requirements.

The scope covers comprehensive HVAC services at four City-owned facilities: City Hall, Altfillisch House (Citrus House), Fire Station #27, and Fire Station #31. The City intends to select up to five qualified contractors from this SOQ process to participate in a subsequent invite-only Invitation for Bids, with final awards to the lowest, responsive, responsible bidders from that pool. Multiple contractors are expected to be awarded.

The contract term runs October 1, 2026, through June 30, 2029, with the City's option to renew for up to two additional one-year terms. Work is contingent upon budget availability and actual City need; all work must be approved by the City's Project Manager and issued through written Work Order before commencement. The City notes it is in an active growth period with new Civic Center and Public Works Yard construction underway, indicating the scope is expected to expand significantly during the contract term. No in-person pre-bid meeting is scheduled.
