About this file
This is a Request for Qualifications (RFQual) issued by the City of Eastvale, California, for comprehensive HVAC preventative maintenance, repair, and emergency response services. The City seeks qualified contractors to service City-owned facilities including City Hall, Altfillisch House (Citrus House), Fire Station #27, and Fire Station #31. All services must comply with ANSI/ASHRAE/ACCA Standard 180-2012 and applicable federal, state, and local regulations. The contract will operate on an as-needed, task-order basis from October 1, 2026, through June 30, 2029, with the City's option to renew for up to two additional one-year terms. The bid submission deadline is August 13, 2026, at 2:00 PM (PDT), with an online Q&A period closing August 7, 2026, at 2:00 PM (PDT). No in-person pre-bid meeting is scheduled. Following evaluation of submitted SOQs, the City intends to select up to five qualified contractors to participate in a subsequent invite-only Invitation for Bids (IFB) solicitation, with the final award being made to the lowest, responsive, responsible bidders from that pool.
Pricing will be determined through the follow-on IFB process, with awards likely made to multiple contractors. Prospective proposers must possess a valid California HVAC (C-20) Contractors License, maintain current active vendor registration with the Department of Industrial Relations, demonstrate five years of continuous business operation and relevant experience, and provide proof of minimum insurance requirements. Contractors must also comply with prevailing wage requirements. The City notes it is in an active growth period with a new Civic Center and Public Works Yard under construction, indicating the scope of work is expected to expand significantly during the contract term. Proposers without demonstrated organizational capacity and operational infrastructure to scale operations are advised to carefully evaluate their capabilities before submission. The estimated bid value indicates this is a prequalification process only, with the actual contract value to be determined through the subsequent IFB.
