About this opportunity

Hillsborough County Board of County Commissioners is requesting competitive sealed bids for the contingency rental of trailer-mounted, sound-attenuated, diesel-driven portable pumps to support emergency response during hurricane season under ITB-26-00326, with bids due July 31, 2026 at 2:00 p.m. Eastern Time through the County's electronic bidding system (Euna Procurement). The estimated contract value is $5,589,125.00 over a five-year term.

The scope requires 4-inch pumps capable of handling at least 640 gallons per minute and 2-inch solids, and 6-inch pumps capable of handling at least 1,430 gallons per minute and 3-inch solids. Pumps must be available from June 1 through November 30 annually. A minimum of 50 percent of the trailer-mounted pumps must be no older than two years at the start of each hurricane season, with all pumps not exceeding six years in age. The contractor must maintain a working facility within approximately fifty miles of the Brandon Support Complex in Tampa, Florida. Equipment delivery must occur within 45 days of purchase order receipt.

Pricing is quoted on a standby rental-rate basis during hurricane season, transitioning to active/full running rates once the County notifies the contractor of active emergency status. The contractor provides all repairs due to normal wear and tear at no cost to the County, with 24-hour non-emergency repair response and 4-hour emergency response times. A $50,000 allowance will be added to the winning bid for parts and labor on rental pump repairs. The contractor must provide flat delivery and pickup charges, deliver equipment fueled to 75 percent capacity, and furnish remote monitoring and tracking devices with digital interface capabilities. Price adjustments are permitted annually based on the U.S. Department of Labor's Consumer Price Index for All Urban Consumers (CPI-U) using the simple percentage method without retroactive or cumulative adjustments.

Contractors must obtain and maintain comprehensive insurance from Florida-authorized carriers with A.M. Best ratings of A- Class 7 or better, including Commercial General Liability ($500,000 to $2,000,000), Automobile Liability ($300,000 to $1,000,000), Workers' Compensation and Employers' Liability, Professional Liability ($1,000,000 per claim), Pollution Liability ($1,000,000 combined single limit per occurrence), and Cyber Liability ($1,000,000 per claim). Certificates of Insurance must be received prior to Notice to Proceed. Contractors must comply with E-Verify requirements and maintain monthly equipment maintenance reports.
