About this opportunity
Grand Prairie Water Commission is requesting proposals for comprehensive human resources services, with proposals due August 27, 2026 at 4:00 p.m. local time (Joliet, Illinois) and questions due August 19, 2026. The Commission, a regional water authority established by six southwest suburban Chicago municipalities (Channahon, Crest Hill, Joliet, Minooka, Romeoville, and Shorewood), requires a qualified firm or consultant authorized to do business in Illinois.
The scope encompasses recruitment and onboarding, compensation and benefits administration, employee policies and compliance, employee relations support, workforce planning and organizational development, employee training and performance management, payroll administration and recordkeeping, risk management and safety coordination, and coordination with the Program Team and Commission Legal Counsel. The Commission currently has no employees but will employ a licensed water operator by January 2027, an Executive Director by January 2029, and additional staff as the Alternative Water Source Program progresses, transitioning from reliance on City of Joliet management services to its own operational staffing.
The RFP is open to alternative fee structures and will be evaluated on experience with Illinois public-sector entities, service-delivery approach, collaboration capabilities, professional credentials and references of proposed service providers, and cost and value. Proposers must submit firm descriptions, resumes of primary service providers with relevant experience and certifications, public-sector and intergovernmental experience details, three to five references, service-delivery approaches, HR technology capabilities, employment law compliance resources, and detailed fee proposals including hourly rates and reimbursable costs through the Euna Procurement (Bonfire) portal. The selected provider must maintain professional liability insurance with limits appropriate to the scope and nature of services. Proposals will be reviewed the week of August 31, 2026, with interviews potentially conducted September 8–15 and engagement approval anticipated by October 1, 2026.
