About this opportunity
The City of Hayward is requesting proposals for design consulting services on the HSIP Industrial Parkway/Ruus Road Intersection Improvements and Bicycle Set Aside Project (RFP 26-058), with proposals due August 11, 2026 at 4:30 pm via the City's eProcurement Portal. The project includes a bicycle set-aside component reserving a portion of work for contractors meeting specific criteria. An optional pre-proposal conference and site walkthrough is scheduled for July 22, 2026 at 10:00 am via Microsoft Teams, and the question deadline is July 29, 2026 at 4:30 pm.
The scope comprises complete Plans, Specifications, and Estimates (PS&E) for improvements at the Ruus Road and Industrial Parkway intersection, identified as one of the highest-ranked intersections on the City's High-Injury Network. Deliverables include civil design, signing and striping, traffic signal modifications for protected left-turn operations, utility coordination, construction documents, project management, existing site survey, bid support services, and striping-only plans for Soto Road and Amador Street. All work occurs within existing City right-of-way. The project is subject to prevailing wage requirements under California Department of Industrial Relations standards for public works exceeding $15,000 for maintenance and $25,000 for new construction; vendors must register with DIR.
Pricing must be submitted on a not-to-exceed basis with detailed labor rates and expense schedules subject to negotiation prior to contract execution. Evaluation uses a 100-point scale: Project Management (15 points), Project Understanding (25 points), Approach (20 points), Qualifications of Firm/Team (25 points), and Appropriateness of Cost (15 points). The City reserves the right to reject any or all proposals, split awards among multiple proposers, or select based on written proposals alone without interviews. Proposals become City property and are subject to public review. Contractors must maintain workers' compensation and employer's liability insurance with minimum $1 million single-limit public liability coverage and comply with nondiscriminatory employment practices and the City's Nuclear Free Hayward ordinance.
