About this opportunity
The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) is requesting sealed bids for house and garage demolition with site restoration at 198 E. Manitou Road in Braddock Bay State Park, Monroe County, with bids due electronically by September 17, 2026 at 9:30 a.m. MWBE participation goals are 10% MBE and 1% WBE. Under Public Building Law 8(6), a responsible MWBE firm submitting a bid within 10% of the lowest bid will be deemed apparent low bidder if the bid does not exceed $1.737937 million.
The scope includes complete demolition of the existing house and garage structures, removal of associated pavement and concrete, disposal of all materials including foundations and footers at an offsite location, and site restoration with topsoil and seeding. A pre-demolition environmental survey identified three basement windows with asbestos-containing glazing that have already been removed under separate contract; no additional environmental remediation is required. Project completion is estimated at 150 days after contract approval, with approval anticipated November 15, 2026.
The estimated contract value ranges from $118,877 to $160,834 as a lump-sum agreement. A bid bond of $7,000 is required, and a $6,650 allowance is included in the project budget. Liquidated damages are assessed at $500 per day for delays. Prevailing wage rates apply; bidders must register with the New York State Department of Labor's Bureau of Public Work and Prevailing Wage Enforcement and submit their registration certificate with the bid or face automatic disqualification. Subcontractors must provide registration certificates before commencing work.
A pre-bid meeting was held August 31, 2026 at 9:00 a.m. at the project site (attendance was not mandatory). Requests for Information were due September 8, 2026 at 4:00 p.m. Bidders must acknowledge receipt of Addendum 1 (issued August 24) on their bid forms. Bid opening is scheduled for 10:00 a.m. on September 17 via WebEx. The successful bidder must furnish Performance and Labor and Material Bonds equal to 100% of the contract amount and complete Contractor Registry certification, Gender-Based Violence and the Workplace certification, Executive Order No. 16 certification, and vendor responsibility questionnaire (Form CCA-2) within 24 hours of bid opening.
