About this file

This is an addendum to a state and local contract opportunity issued by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) for the demolition and restoration of a house and garage located at 198 E. Manitou Road in Braddock Bay State Park. The project scope includes demolition of the existing house and garage structures, removal of associated pavement and concrete, and restoration of disturbed areas with topsoil and seeding. A pre-bid meeting was held on August 31, 2026, at 9:00 AM at the project location; attendance was not mandatory. The addendum clarifies that a pre-demolition environmental survey identified three basement windows with asbestos-containing glazing that have already been removed under a separate contract, and confirms that all portions of both structures, including foundations and footers, must be completely removed and disposed of at an offsite location. Bids are due electronically by September 17, 2026, at 9:30 AM, with bid opening scheduled for 10:00 AM the same day via WebEx. The project is estimated to be completed within 150 days after contract approval, with an estimated contract approval date of November 15, 2026. Bidders must acknowledge receipt of this addendum on their bid forms or face disqualification.

The contract will be structured as a lump-sum agreement with an estimated contract value between $118,877 and $160,834. A bid bond in the amount of $7,000 is required, and an allowance of $6,650 is included in the project. The project carries MWBE goals of 10 percent MBE and 1 percent WBE participation. Prevailing wage rates are applicable to this public work project, and contractors must register with the New York State Department of Labor's Bureau of Public Work and Prevailing Wage Enforcement prior to bidding and submit their registration certificate with their bid or face automatic disqualification. Subcontractors must also provide registration certificates before commencing work. Liquidated damages are assessed at $500 per day for project delays. Requests for Information must be submitted by September 8, 2026, at 4:00 PM to be answered prior to bid submission.

SUMMARY OF ADDENDUM ITEMS

Item #2 – Requests for Information (RFIs)

RFI-1

We noted that a pre-bid meeting was scheduled for August 31, 2026, at 9:00 AM at the project location. Could you please confirm whether attendance at that meeting was mandatory in order to submit a bid, and whether a contractor that did not attend may still participate in the bidding process?

RESPONSE: The pre-bid meeting is not mandatory for submitting a bid.

Item #3 – Clarifications (from Pre-bid meeting) Clarification 1:

A Pre-Demolition Environmental Survey for Asbestos Containing Materials and Polychlorinated Biphenyls in Caulks/Sealants was previously completed. As a result, three (3) basement windows were identified to have asbestos containing glazing. These windows have been removed under a separate contract for asbestos abatement.

Clarification 2:

All portions of the existing structures (house and garage) are to be removed and disposed of at a suitable offsite location including the foundation and footers. Refer to notes on the Site Plan C-100 included with the Project Manual.
