About this opportunity

The Missouri Department of Transportation (MoDOT) Southwest District is seeking to establish a price agreement with multiple vendors for the plant pick-up of Hot Mix, Cold Mix, and Winter Mix asphalt materials. The procurement will cover six specific material types: Commercial Base Hot Mix, BP-1 Hot Mix, BP-2 Hot Mix, Plant Mix Bituminous Surface Leveling, Bituminous Stockpile Patching Material (Cold Mix), and Winter Mix. The contract period runs from January 1, 2022, through December 31, 2022, with three one-year renewal options. MoDOT SW staff and trucks will pick up materials from vendor locations on an as-needed basis, with vendors required to provide pricing per ton for each mix type. The bid will be awarded on a multiple award basis, with vendor selection for each order based on factors including cost, availability, and proximity to plant location. The solicitation period runs from November 17, 2021, to December 15, 2021, at 1:00 PM CST, with bids to be submitted electronically through the MissouriBUYS Statewide eProcurement System or by hard copy delivery. All materials must comply with the current Missouri Standard Specifications for Highway Construction.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), with specific goals of 10% MBE and 5% WBE participation. Service-Disabled Veteran (SDV) and Service-Disabled Veteran Business (SDVE) participation is also encouraged. The contract includes cooperative purchasing provisions, allowing Missouri counties, cities, and other political entities to utilize the agreement. Vendors must comply with the Domestic Products Procurement Act and the Anti-Discrimination Against Israel Act. The contract includes an escalation clause that allows for price increases after the first three months of the contract period, subject to written justification and MoDOT approval. Payment terms are set at Net 30 days, with invoices requiring specific documentation including MoDOT truck numbers and employee names on scale tickets. While no specific budget range is explicitly stated, the multiple award structure suggests flexibility in vendor selection and pricing, with the potential for significant procurement volume based on MoDOT's ongoing infrastructure maintenance needs.

Opportunity text

The Missouri Department of Transportation (MoDOT) Southwest (SW) District is seeking to establish a price agreement with multiple vendors for the plant pick up of Hot Mix, Cold Mix and Winter Mix from various sites by MoDOT SW staff and trucks on an 'as-needed, if-needed' basis from January 1, 2022 through December 31, 2022 with three (3) one-year renewal options. This bid pricing is for pick-up price only, NOT delivery; however, there is a delivery question included in Questionnaire portion of this IFB. When materials are needed, MoDOT SW will use this price agreement to choose a vendor based on factors such as cost, availability, and project proximity to the plant location. This bid will be awarded on a "multiple award" basis.
