About this opportunity

The Colorado Department of Health Care Policy and Financing is requesting proposals for design, development, maintenance, and support of a web-based Hospital Portal Tool serving six statutory hospital reporting programs, with proposals due September 21, 2026 at 3:00 p.m. Mountain Time and inquiries due August 18, 2026 at 11:00 a.m. Mountain Time.

The Portal Tool must facilitate secure data collection, validation, reporting, and communication between Colorado hospitals and the Department to support the Colorado Healthcare Affordability and Sustainability Enterprise (CHASE), Upper Payment Limit (UPL), Disproportionate Share Hospital (DSH), Healthcare Affordability and Sustainability (HAS) Fee, Hospital Financial Transparency (HFT), and Hospital Community Benefit Accountability (HCBA) programs. The platform must comply with Web Content Accessibility Guidelines (WCAG) Level AA and Colorado accessibility standards. Offerors must submit a completed Voluntary Product Accessibility Template (VPAT) for all existing digital applications. All offerors must submit a W-9 form and a financial strength statement from their Chief Financial Officer. Service-Disabled Veteran-Owned Small Business (SDVOSB) offerors must provide U.S. Department of Veterans Affairs certification documentation. Offerors must disclose conflicts of interest, debarment or suspension status, and contract performance issues from the preceding seven years. Proposals must remain firm for 180 days following submission.

The contract spans a startup period from April 1, 2027 through June 30, 2027, followed by an initial one-year operational period and a total duration not exceeding five years with extension options at the State's discretion. The maximum contract amount is $2,191,010 across State Fiscal Years 2028–2032, with a not-to-exceed amount of $438,202 per fiscal year. Compensation consists of fixed-price payments for specified deliverables (work plan, portal tool, training plan, written instructions manual, biweekly status updates and meetings, helpdesk logging, standardized data templates, hospital provider data reports, aggregated reporting, annual financial transparency templates, and annual community benefit accountability templates) plus monthly payments for approved Ad Hoc Work calculated by hourly rates.

The incumbent contractor is Myers & Stauffer LC, serving since July 2021. The Department will evaluate proposals on technical merit and price. Proposals become property of the State; the Department reserves the right to cancel the solicitation, reject any or all proposals, or request best and final offers. Notice of Intent to Award is estimated for November 20, 2026.
