About this opportunity

Connecticut's Office of Early Childhood is requesting proposals for the Home Visiting System to deliver evidence-based home visiting services across six regional areas, with proposals due October 19, 2026, at 5:00 p.m. ET and a non-mandatory pre-bid conference on September 9, 2026, at 10:00 a.m. Up to $119,675,825 is available over five years, with a minimum of $3 million per year allocated to each of the six regions and multiple awards anticipated (at least one per region).

Proposers must implement one of three OEC-approved evidence-based models—Healthy Families America, Nurse Family Partnership, or Parents as Teachers—targeting pregnant individuals and families with children from birth to 12 months. Services focus on improving maternal and infant health outcomes, strengthening early childhood development and positive parenting practices, and reducing child maltreatment. All vendor types—public, private, and nonprofit—are eligible to respond.

Eligible applicants must be legally registered with Connecticut's Secretary of State (or exempt with proof), demonstrate sound fiscal health with audited financial statements for the last three years, and register with the System of Award Management by contract execution. Prior OEC contracting experience is not required, though applicants should demonstrate experience managing state funding, serving pregnant individuals and families with young children, recruiting and retaining home visiting staff, and maintaining partnerships with healthcare providers, birthing hospitals, and community-based organizations. Administrative costs are limited to 15 percent of total budgets.

The contract term runs July 1, 2027, through June 30, 2032. Funding derives from state appropriated funds and federal Maternal Infant and Early Childhood Home Visiting program funds, with quarterly payment. The question-and-answer period runs through September 18, 2026. Proposer selection is anticipated for January 1, 2027.
