About this opportunity

The City of Sterling Heights is requesting bids for holiday lighting installation services at Dodge Park, the Senior Center grounds, and along the M-59 corridor under ITB-SH26-033, with sealed bids due August 18, 2026 at 2:30 p.m. via the MITN electronic portal and a pre-bid meeting scheduled for August 12, 2026 at 12:30 p.m. at Farmers Market Pavilion in Dodge Park.

The scope spans two sections: Section A encompasses 17 distinct lighting areas at Dodge Park and Senior Center locations, including tree lighting, building facade lighting, and pathway illumination drawing from existing city electrical infrastructure; Section B covers M-59 median lighting on 35 pine trees with lighted garland installation at two welcome signs, with the contractor supplying all lighting materials. An optional Alternate 1 includes city Christmas tree lighting with materials supplied by the city. The contractor must provide all labor, supervision, equipment, materials, supplies, and comprehensive liability insurance with limits of not less than $1 million per occurrence, workers compensation coverage, and automobile liability. Installation occurs mid-November annually; removal happens between mid-January and end of January, except Farmers Market lights which remain until after the first Sunday in March.

The contract term is two years with two additional one-year renewal options upon mutual consent. The city will pay 60 percent of the grand total invoice within 30 days of installation completion approval, with the remaining 40 percent due within 30 days after removal. All bids remain firm for 90 days from opening. Bidders must submit pricing for each of the 17 Section A locations and two Section B locations as separate line items on the standardized bid form. The contractor is responsible for weekly maintenance inspections and repair or replacement of non-working light strings within 24 business hours of notification. A penalty clause authorizes the city to complete work and deduct costs at the contractor's expense, including a 50 percent administration fee or surcharge if another contractor performs the work.
