About this opportunity

Rockland County Purchasing Department is requesting sealed bids on historic exterior restoration and improvements at the Rockland County Courthouse Complex, with bids due August 20, 2026 at 3:00 p.m. and a pre-bid meeting scheduled for August 6, 2026 at 10:00 a.m. Work must comply with New York State Wicks Law, which mandates separate contracts for General Contracting, Plumbing, Electrical, and Mechanical trades.

The scope encompasses restoration of the original courthouse's limestone and granite facade (cleaning, biological-growth and stain removal), northwest brick facades (repointing, selective brick replacement), deteriorated steel window lintels, parapets, roof copings, architectural doors, and ornamental features. The project also includes restoration of shared building components serving both original and new courthouse structures: areaways, stairs, landscaping, the Grand Stair with new concrete substructures and waterproofing systems, drainage piping, stair railings, and lighting sculptures. At the new courthouse, precast concrete facade panels require cleaning, deteriorated joint sealants must be removed and replaced, and exploratory work is required at the northeast corner to investigate concrete panel displacement and identify failed supporting components. Additional work includes replacement of main entrance doors, plaza pavement restoration, and judges' parking lot fence and gate replacement. The original courthouse is a designated historic building listed with the New York State Historic Preservation Office, requiring compliance with historic preservation standards.

The total contract time is 330 calendar days from Notice to Proceed to closeout, with 300 calendar days allocated for construction work to Substantial Completion. Bid security of 10% of the total bid price is required in the form of a Certified Check or Bid Bond. Bidding documents are distributed exclusively through the Empire State Purchasing Group's Bid Notification System via www.bidnetdirect.com. Filing of Section 8 Bidding Forms 8.0 to 8.10 and certification of non-collusive bidding under New York State General Municipal Law Section 103-d are mandatory.
