About this opportunity

The Michigan Department of Labor and Economic Opportunity is requesting proposals for the purchase and distribution of official GED and HiSET high school equivalency testing vouchers under RFP 260000002110, with proposals due June 30, 2026 at 3:00 p.m. Eastern Time. Written questions are due June 8, 2026, with answers posted by June 9. The contract is a Master Agreement with an initial three-year term and two additional option years available for renewal.

The scope requires the contractor to be authorized to issue testing vouchers for both GED and HiSET exams, including subject area tests and discounted retakes. GED vouchers must be provided monthly with 60-day expiration dates and must include access to GED Analytics for reporting. HiSET vouchers must support both paper-based and computer-based tests as needed, also with 60-day expiration dates. The contractor must appoint a dedicated Program Manager available during business hours (minimum 8 a.m.–5 p.m.) and provide monthly reporting on all assigned and redeemed vouchers. Pricing must be firm for the entire contract term and may be adjusted only based on documented changes in actual contractor costs, subject to 30 days of review and negotiation by both parties. The State will be billed only upon voucher redemption.

All proposals must be submitted electronically through www.michigan.gov/SIGMAVSS. Evaluation is pass/fail based on the Statement of Work (Sections 3–16) and the Vendor Questions Worksheet, with award to the responsive and responsible bidder offering the best value to the State. The State reserves the right to request clarifications, conduct site visits or oral presentations, and consider past performance, economic impact including Michigan resident employment and job creation. Contracts valued at $250,000 or more require State Administrative Board approval. The State will assess liquidated damages of $10.00 plus $1.00 per day for late or improper completion of contract activities. Proposals are public records immediately upon receipt. All proposals must include a completed Confidential Treatment Form; resumes, pricing, and marketing materials may not be designated as confidential. The submission must include a separate modifiable pricing file (Microsoft Word, Excel, Google Docs, Sheets, or PDF) not exceeding 30 MB.
