About this opportunity

The Michigan Department of Labor and Economic Opportunity, Workforce Development is requesting proposals for GED and HiSET testing vouchers under RFP 260000002110, with proposals due June 16, 2026 at 3:00 PM Eastern Time and written questions due June 8, 2026.

The contractor must be authorized to issue official GED subject-area test vouchers and HiSET paper-based and computer-based test vouchers for all subject areas, with discounted retake options. Vouchers will be generated monthly or as needed with 60-day expiration dates. The contractor must provide GED Analytics access and detailed reporting on voucher assignment, utilization, and redemption dates, and must appoint a dedicated Program Manager available during business hours (minimum 8:00 AM–5:00 PM) to manage State inquiries and coordinate ordering and delivery. The contract is structured as a Master Agreement with firm pricing for the entire contract term; the State is billed only upon voucher redemption and tracks outstanding vouchers to ensure quantities redeemed do not exceed total contract value. Liquidated damages of $10.00 plus $1.00 per day apply for late or improper completion of contract activities.

The contractor must comply with ADA accessibility standards for all digital content and documents, maintain data retention and retrieval capabilities throughout the contract term, and allow the State to delete or transfer data upon request. Pricing must itemize voucher costs, retakes, no-shows, administrative fees, and ancillary costs such as shipping and handling. The no-show and retake policies must be clearly documented and submitted with the proposal.

Evaluation is Pass/Fail across three mandatory criteria: Schedule A Statement of Work Sections 3–6, Schedule A Statement of Work Sections 7–16, and the Vendor Questions Worksheet. Contracts valued at $250,000 or more require State Administrative Board approval. All proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable native formats with individual files not exceeding 30 MB, with pricing uploaded as a separate file. A completed Confidential Treatment Form must accompany all proposals. The sole point of contact is Jennifer Frank (FrankJ4@michigan.gov); contacting other State employees may result in disqualification. Answers to written questions will be posted by 5:00 PM on June 9, 2026.
