About this opportunity
The East Lake Houston Management District is requesting sealed electronic bids for Highland Shores Subdivision infrastructure construction in Highlands, Texas, with bids due October 5, 2026 at 2:00 p.m. through CivCast and public opening via Zoom.
The scope encompasses water, sanitary sewer, storm drainage and detention, paving, clearing and grubbing, demolition, mass grading, and lot grading across 111 line items at 306 Highland Shores Drive. The project manual incorporates standard specifications from the City of Houston, Harris County, and TCEQ, with a separate geotechnical report. Four alternates are included for subgrade treatment, off-site excavated-material disposal, and storm line and catch basin options.
The contract is awarded on a lump sum and unit price basis to the lowest responsive, responsible bidder. Bid security of 2 percent of the total bid amount is required as a certified check, cashier's check, or bid bond. The successful bidder must execute the contract and furnish performance bonds, payment bonds, and maintenance bonds within seven days of award. Progress payments are made at 90 percent of work completed with 10 percent retainage in accordance with Texas Water Code Section 49.276.
The project includes three milestone deadlines: initial grading at 50 days, final grading at 80 days, and paving completion at 102 days, with substantial completion required within 120 days and final completion within 150 days of contract commencement. Liquidated damages are assessed at $1,000 per day for failure to meet any milestone, substantial completion, or final completion deadline. Payment responsibility rests with developer 48 Highland Shores, Ltd., though the District may make payments from available funds and retains no obligation for payment beyond written assignment of the developer's obligations.
A non-mandatory pre-bid conference was held September 24, 2026.
