Vendors must also confirm inclusion on the Evidence for ESSA Evidence-Based Reading Programs list or complete ESSA tier self-evaluation using the provided framework.

Additional eligibility requirements include ability to deliver within thirty days of contract award, minimum two dedicated staff members assigned to Missouri schools, and professional development providers with at least five years' experience. Pre-award digital samples of all proposed materials are mandatory. Vendors must carry liability insurance naming the State of Missouri as additional insured, provide ongoing professional development and technical support to LEAs, and deliver FOB Destination Freight Prepaid within thirty calendar days of order placement.
