About this file
This document is an evaluation framework attachment for the State of Missouri's High Quality Evidence-Based Instructional Materials Qualified Vendor List (QVL) for early literacy curriculum in grades K-5. The attachment provides standardized directions for vendors to demonstrate their programs meet Every Student Succeeds Act (ESSA) Tiers of Evidence criteria through self-evaluation. Vendors must submit supporting research and studies across five evaluation factors: Study Design, Results of the Study, Findings from Related Studies, Sample Size and Setting, and Match. Each factor allows vendors to claim Tier 1 (Strong Evidence) based on randomized controlled trials with peer review, Tier 2 (Moderate Evidence) based on quasi-experimental studies, Tier 3 (Promising Evidence) based on correlational studies with statistical controls, or indicate the program does not meet tier criteria.
Vendors seeking inclusion on the QVL must provide detailed documentation of research supporting their programs' effectiveness in improving student literacy outcomes. Tier 1 and Tier 2 ratings require sample sizes of at least 350 participants across multiple districts or schools with demonstrated overlap to Missouri's student populations and settings. Tier 1 and Tier 2 applicants must show statistically significant and positive effects on student outcomes with no strong negative findings from experimental or quasi-experimental studies. Programs meeting the study design, results, and related findings criteria for Tiers 1 and 2 but failing to meet sample size, setting, or match requirements may qualify as Tier 3 (Promising Evidence) based on this framework.

ATTACHMENT 3
Self-Evaluation Utilizing Every Student Succeeds Act (ESSA) Tiers of Evidence
Directions for Completion Provide the supporting research or studies for each factor that demonstrate that the program is Tier 1 (Strong Evidence), Tier 2 (Moderate Evidence), or Tier 3 (Promising Evidence) on the ESSA Tiers of Evidence.

| Rating |
| Evidence to Justify Selected Score |
Study Design
Select one:
· Tier 1 – At least one well-designed and well-implemented experimental study of the program submitted, using a randomized control trial that meets peer review requirements.
· Tier 2 – At least one well-designed and implemented quasi-experimental study of the program submitted.
· Tier 3 – At least one well-designed and implemented correlational study, which statistically controls for selection bias, of the program submitted.
· Does not meet the Tier 1, Tier 2, or Tier 3 criteria Provide the study or studies of the program and a narrative on the study design.
Results of the Study
Select one:
· Tier 1, 2, & 3 – Shows a statistically significant and positive effect of the program on a student outcome or other relevant outcome.
· Does not meet the Tier 1, Tier 2, or Tier 3 criteria Outline the statistical significance of the study or studies.
Findings from Related Studies
Select one:
· Tier 1, 2, & 3 – No strong negative findings from experimental or quasi-experimental studies.
· Does not meet the Tier 1, Tier 2, or Tier 3 criteria Provide additional studies directly related to the program submitted that indicate a compelling likelihood to increase literacy outcomes.
Sample Size and Setting
Select one:
· Tier 1 & 2 – Have a large sample size (at least 350 participants) in more than one district or school.
· Does not meet the Tier 1 & Tier 2 criteria Provide the sample size of the study or studies.
Match
Select one:
· Tier 1 & 2 – Have a sample that overlaps with the student populations in Missouri and the settings in Missouri.
· Does not meet the Tier 1 & Tier 2 criteria Provide evidence that the sample overlaps with Missouri’s student populations and settings.
Note: Findings from experimental and quasi-experimental studies that meet the study design, results of the study, and findings from related studies criteria for Tiers 1 and 2 but not the sample size, setting, or match requirements are eligible to meet Tier 3 (Promising Evidence).
