About this opportunity

The Kansas Department of Transportation is requesting bids on high-performance cold asphaltic concrete mix for Districts 1, 2, 4, 5, and 6 under an indefinite-quantity agreement, with bids due August 4, 2026 at 2:00 PM CST and contract performance through September 30, 2027.

The material must be plant-mixed, suitable for permanent pothole repairs in wet or dry conditions, and workable directly from stockpiles in cold weather. It must maintain at least 95% aggregate coating, remain pliable across all anticipated temperatures, and deliver 90% effective repair performance with a 12-month warranty in uncovered stockpiles. District Four specifies polymer-modified material meeting ASPPM Grade IV at a separate price point. Acceptable products include UPM (Unique Paving Materials Corp.) and QPR (Lafarge North America Division) or preapproved demonstrated equivalents; bidders must submit descriptive literature and product specifications.

Estimated annual quantities range from 300 tons for District One (pickup at plant) through varying quantities for Districts Two, Four, Five, and Six, with delivery to specific county stockpiles. Pricing is quoted per ton F.O.B. the vendor's plant; KDOT is responsible for pickup. Bidders may elect firm fixed pricing or adjustable pricing tied to the monthly Asphalt Material Index calculated from the Asphalt Weekly Monitor for the Kansas City and Tulsa areas. Annual price adjustments are permitted on the yearly anniversary, not to exceed 5% increase, subject to state approval. Deliveries must occur during normal business hours (8:00 AM to 4:30 PM, Monday–Friday) with orders shipped within 30 days of receipt.

Bidders must register before the closing date, submit a 20-pound sample within 7 days of bid closing for testing by KDOT's Materials & Research Center, provide a current Tax Clearance Certificate from the Kansas Department of Revenue, and submit IRCA certification and compliance documentation. Written questions are due July 24, 2026. No pre-bid conference is scheduled. Electronic submission to procurement@ks.gov is required; mailed or hand-delivered bids must arrive by the closing deadline. No monetary bid guarantee is required. Political subdivisions may use the resulting contract under the same terms.
