About this opportunity
The Los Angeles County Metropolitan Transportation Authority (LACMTA) is requesting bids on one hi-rail stake bed truck under IFB DR143889, with bids due October 1, 2026 at 11:00 a.m. and a pre-bid conference on September 8, 2026 at 11:00 a.m. The contract is governed by LACMTA's SBE/DVBE Contract Compliance Manual; no specific SBE or DVBE subcontracting goal has been established, but bidders are expected to afford maximum opportunities to SBE/DVBE firms where subcontracting opportunities are identified.
The vehicle must comply with Specification MA-24-15 and include a conventional cab chassis (INTERNATIONAL MV607, FREIGHTLINER M2-106, or approved equal) with 33,000-pound minimum GVWR, Cummins diesel engine (250 HP minimum, 800 lb-ft torque), Allison 3000 RDS transmission, air ride suspension, and 16-foot by 8-foot stakebed with integrated toolboxes. Hi-rail gear (such as Diversified Manufacturing) must enable operation on both light and heavy rail lines, accommodate 115-foot minimum radius curves, support up to 28,000-pound vertical loads, and comply with EPA Tier 4 Final emissions standards. Delivery is required within 270 days of contract effective date to LACMTA Division 10 at 742 North Mission Road, Los Angeles, California 90033. The vehicle must include operator and maintenance training for up to ten Metro personnel in four-hour sessions. Warranties cover cab and chassis (five years or 200,000 miles), powertrain (five years or 300,000 miles), and hi-rail gear (one year minimum or manufacturer standard).
Bidders exceeding $500,000 must be pre-qualified prior to bid submission, and all first-tier subcontractors must be pre-qualified before performing services. The contract is firm fixed price on a state and local funding basis. Written questions and requests for approved equals are due September 11, 2026. The contract performance period runs through June 30, 2027 with zero option periods. Federal prevailing wage requirements under 29 CFR 5.5 apply. Bidders must submit noncollusion affidavits, ethics declarations, SBE/DVBE subcontractor and supplier forms, general certifications, payment certifications, and alcohol and drug-free workplace compliance documentation.
