About this file
This technical requirements document, Exhibit A.1, establishes specifications for a Hi-Rail Stakebed Truck (Specification MA-24-15) for the Los Angeles County Metropolitan Transportation Authority (LACMTA). The specification details requirements for a single vehicle featuring a conventional cab chassis (INTERNATIONAL MV607, FREIGHTLINER M2-106, or approved equal) with a 33,000-pound minimum GVWR, Cummins diesel engine (250 HP minimum, 800 lb-ft torque), Allison 3000 RDS transmission, air ride suspension, and a 16-foot by 8-foot stakebed with integrated toolboxes and safety features. The vehicle must include hi-rail gear installation (such as Diversified Manufacturing) to enable operation on both light and heavy rail lines, accommodate a maximum 115-foot radius curve (190-foot for turnouts), support up to 28,000-pound vertical loads, and comply with California emissions standards (EPA Tier 4 Final). Bidders must submit completed response forms with "In compliance" statements for all highlighted yellow line items and may request approved equals with supporting technical data. The requested delivery timeline is within 270 days of contract effective date, and all vehicles must successfully complete track testing and Metro inspection before final acceptance.
The prime contractor bears warranty responsibility for all components, including the cab and chassis (five years or 200,000 miles, whichever is greater), powertrain (five years or 300,000 miles), and hi-rail gear (one year minimum or manufacturer standard warranty). The contractor must provide comprehensive operator and maintenance training for up to ten Metro personnel in separate four-hour sessions, including training materials, operator guides, and service references at no additional cost beyond separately identified bid pricing. All required manuals, electrical schematics, and parts documentation must be furnished at pre-delivery inspection, with digital versions of OEM manuals acceptable. The specification includes technical drawings showing clearance envelopes, track design requirements, and vehicle dimension constraints (12 feet high, 8 feet 6 inches wide, 3 feet 3 inches above rail platform height), and bidders are encouraged to visit Metro rail sites to verify compliance with the restrictive 115-foot curve radius requirement.
